Data & Insight team

This role will form part of the newly-formed corporate Data & Insight team.  The team aims to shape the way the Council uses data and research to inform policy, support service improvement, increase income and achieve better outcomes for our residents and customers.  You’ll take part in discovery work, innovative analysis and insight generation within an energetic, experimental and responsible environment. 

This role will appeal to those with a natural curiosity and enquiring mind, who thrive on finding out what people think and how they behave.  Your work will help the Council fulfil its corporate plan aspiration of putting residents and customers at the heart of what we do, by supporting work to listen and respond to the demands of our residents, customers and businesses – as well as our own staff.

You will be responsible for conducting thematic research across a fascinating range of Council service areas and duties, providing day-to-day variety as well as an empowering opportunity to help make a tangible difference to the lives of people living or working in our Borough.  You work will span practical, analytical and project management activities and offer space for creativity, innovation and professional development.

It’s all about helping the council carry on delivering high quality core services. We need to make sure that the work we do and how we do it, is relevant to our residents and service users. The work of our Research Officer helps us understand these audiences and inform decisions and policy making with insight of what’s important to residents, service users and our staff.

Permanent, 36 hours per week

 

Duties & responsibilities of role

  • Gather requirements from a range of stakeholders within and beyond the organisation, develop optimal research approaches and evaluation methods.
  • Provide advice and support to colleagues to define consultation objectives, determine appropriate research solutions, analyse data and identify actionable insights.  Maintain the team’s self-service tools for staff (e.g. consultation toolkit)
  • Carry out and manage primary and secondary research on our community, customers, staff and marketplaces.  Embrace a range of quantitative and qualitative methods, employing the most appropriate, whether surveys, focus groups, interviews, social listening and working with agencies and partners.
  • Project management of work covering all stages of the research spectrum, often comprising a mixture of hands-on and out-sourced deliverables (e.g. fieldwork).
  • Data management, analysis, insight generation and presentation/publication.  Ensure findings are relevant and interesting to internal and external stakeholders such that they can be used to directly influence decision-making and public perception of the council.
  • To prepare reports and present research appropriately tailored to a wide range of audiences including senior officers, political leaders, and service users, helping to ensure that research findings influence service delivery and policy.  
  • Work with an array of business intelligence, data preparation, analytics, visualisation and survey/ software (supporting online, social media, sms, telephone, paper and in-person consultation).
  • Maintain current knowledge of industry best practice and new methodologies; to seek to implement those within the council when appropriate.  Participate in regional and national communities of practise.
  • Promote the work of the team, deliver training and share insights across the council - with the aim of enabling effective knowledge sharing and generating a shared awareness of the latest research and intelligence. 
  • Support the Council’s consideration of and potential development of a more participatory approach towards engaging the local community in decision making.
